· establishes bonding and location requirements and a permitting system for solid waste facilities;
· limits the accumulation of waste (including tires) prior to disposal; and
· allows landfills to store up to 5,000 whole tires without a storage permit.

MAJOR MARKETS
The State Department of Transportation used 550,000 processed scrap tires in a civil engineering application in 1994. Currently, they are landfilling tires.
