WISCONSIN SCRAP TIRE BRIEFING SHEET
AB 481 passed in 1987 established a $2/tire fee on vehicle tires effective May
1988, and sets forth regulations for scrap tires. In 1990, Act 355 banned scrap
tires from landfills and set up a scrap tire recycling program.
Current regulations require:
· all collectors, transporters, processors and storage facilities to
obtain a license.
· proof of financial responsibility for storing scrap tires.
The Waste Tire Reimbursement Grant Program was designed to financially assist the cost of developing technology to use scrap tires, or reimburse the end-users of scrap tires. As of May 1, 1995 end-users will receive a $40/ton reimbursement for all Wisconsin generated scrap tires up from $20/ton. Processors of scrap tires will receive $20 for every ton of Wisconsin generated scrap tires they process into usable materials. When the legislature terminated the Waste Tire Removal and Recovery Program on June 30, 1997, almost all tires stockpiled in the state prior to the passage of legislation were cleaned up, a primarily private waste tire infrastructure was established for collection and processing, and markets were available for all of the waste tires generated in the state each year.
MAJOR MARKETS
Four utilities and one pulp and paper mill are currently using TDF.
