NEW HAMPSHIRE SCRAP TIRE BRIEFING SHEET

STATE REGULATIONS
HB 332-FN-A, Chapter 89-263, an Automotive Waste Disposal law passed in 1989 provides for waste tires as follows:

· authorizes towns to collect fees for collection and disposal of town motor vehicle wastes including tires, batteries, and used oil;
· provides for requests to the Office of State Planning to increase the town's fees if fees prove insufficient under existing legislation; and
· requires Office of State Planning maintain and distribute to the state's towns a current list of approved contractors for collection and disposal of motor vehicle waste.

The Solid Waste District Law (RSA 149-M:31) requires town/districts to provide a site or access to a site for disposal of residents tires. The state's 1988 Solid Waste Plan quantifies the states annual scrap tire generation as 1 million tires. Two pieces of legislation were passed in the 1991 legislature that address tires:

· a bill establishing a committee to study the development of a waste-tire management program and
· a bill relative to the collection of automotive wastes.

Outdoor/indoor storage requirements were adopted and include that the disposal of waste tires at permitted public or private municipal solid waste landfills with approved operating plans if the tires have been processed to reduce volume by at least 65%.

MAJOR MARKETS
The majority of scrap tires in New Hampshire are taken to other New England states for use or disposal.
