NEVADA SCRAP TIRE BRIEFING SHEET

STATE REGULATIONS
An omnibus recycling bill (AB 320) passed in 1991 sets a $1.00 per tire fee on the sale of new tires, effective January 1992. For the first 20 months of the program revenues were to be directed to help fund state and county efforts in recycling education, planning and assistance. The funds were then to be directed to the state highway fund to develop projects that incorporate tires in highway use. The revenue from the tire fees were not placed into a dedicated fund, and have not been specifically directed towards scrap tires. The bill also directs state regulatory agencies to write permitting regulations for scrap tire haulers, processors and storage.

In 1993, AB 768 was enacted, which offers property tax exemptions to electric generating facilities using TDF.

Scrap tire processing facilities must obtain a permit from the State, and scrap tire haulers must maintain a manifest.

Prohibits disposal of waste tires on public or private property in the state (including waters) anywhere other than at permitted public or private municipal solid waste landfills with approved operating plans to reduce the volume of waste tires landfilled.

MAJOR MARKETS
There are presently no active scrap tire markets in Nevada. All tires are being landfilled.
