MISSOURI SCRAP TIRE BRIEFING SHEET
STATE REGULATIONS
SB 530, an omnibus solid waste bill passed in 1990, includes the following
provisions for regulating tires:
· places a $0.50/tire tax on retail sales of most new tires; tire fee reauthorized in 2005 through January 1, 2010;
· bans whole tires from disposal in landfills, effective January 1, 1991;
· requires sites, that store more than 500 tires for more than 30 days,
to obtain a permit from the Department of Natural Resources (DNR);
· requires a permit for hauling waste tires obtained from the DNR.
Sites that store fewer than 500 tires do not need a permit but must conform to storage requirements and waste tire haulers who carry more than 25 tires per load must obtain a DNR permit. The permit encompasses the following:
· requires tire dealers to use only permitted haulers and keep records
of where their tires go;
· allows for tire tax funds to be spent for cleanup of tire dump sites
and to provide grants to businesses that use scrap tires as a fuel or in a product;
· establishes an advisory council on waste tires;
· requires the Department of Highway and Transportation to undertake,
demonstrate projects using recovered rubber from waste tires as surfacing material,
structural material, sub-base material and fill consistent with standard engineering
practice.
HB 438, 1990 establishes purchase preferences for products that used recovered material including retread tires, and establishes a civil penalty of up to $500 per waste tire for improper storage.
MAJOR MARKETS
Ameron Electric, Lone Star Cement, Holnam Cement and Union Electric are
currently using TDF. The University of Missouri, Chilloco, the Municipal Utility
& the Chrysler Corporation are testing TDF. The State Department of Transportation
is testing the use of processed tires as fill material.
