MAINE SCRAP TIRE BRIEFING SHEET
STATE REGULATIONS
LD 1431 (1989) set a $1/tire advance disposal fee to fund scrap tire management
activities. The act requires:
· expenditures for pile clean-up and tire recycling grants and loans;
and
· a D.O.T. report on use of ground rubber in asphalt.
Chapter 406 of the State Solid Waste Management Regulations contains requirements for proper storage or disposal of scrap tires and the licensing of scrap tire storage and processing facilities. The rules which apply to tire storage facilities include provisions for surface and groundwater protection, as well as fire control and security measures, access roads, and buffer areas. Scrap tires haulers are required to be licensed, meet manifest requirements, and show financial responsibility.
HB 558 (LD 759) grants municipalities recycling credits for tires used as fuel if no other markets are available.
SB 84 (LD 203) repealed recycling assistance fees, including tire fee.
MAJOR MARKETS
Three pulp and paper mills use TDF as a supplemental fuel. The University
of Maine and The Maine Department of Transportation have conducted extensive
tests on use of shredded tires in civil engineering applications, and are now
actively using shredded tires in state projects.
